Candidates alleges illegal merging of main and supplementary lists, questions Kerala Public Service Commission

Thiruvananthapuram, July 26: Four long years have passed since Kerala Public Service Commission invited notifications for the post of Lecturers in various Language Subjects at the Collegiate of Education. Now, KPSC is going to publish a shortlist including all those who have attended the main exam for the Post of Lecturers in Various Language Subjects under collegiate education.
This is a back lash for all the candidates who came in the main list based on the preliminary exam result published by the Kerala PSC.
As per the notification, KPSC conducted two phase examination for all the language subjects to ensure quality and merit of the aspiring candidates.
After the first phase examination KPSC published a Main list,a merit list with candidates who scored more than the cut off mark fixed by the KPSC, irrespective of caste and community reservation and a Supplementary List, a list of candidates who scored below the cut off mark, but fall into different reservation categories for ensuring the rightful representation of various reservation categories in the government posts.
KPSC conducted second phase examination for both the Main and Supplementary list candidates of all the language subjects in 2015-2016.
KPSC has clearly notified earlier that Main list candidates would remain in the Main list irrespective of the performance in the second phase examination; though it determines his/her rank for the post.
In accordance to the rotation chart of KPSC for placement which abides by the rules of reservation, the supplementary list is compiled if there is any scarcity of reservation candidates in the future. The examination and the short list were published as per the rules of Kerala Government and Kerala PSC.
But soon after the second phase exam was conducted, the supplementary candidates came forward asking a place in the main list as per the marks scored in the Second exam.
The decision to merge the final list will adversely affect the main listed candidates who sat for the main exam based on pure merit.
And the supplementary candidates who already availed the reservation benefits to write the main exam will get another reservation benefit.
Supplementary candidates take SI verdict from the Supreme Court which resulted in the publication of a unified list to merge the Lectureship supplementary and main lists as their supportive evidence.
Main lists candidates argue that this is against the court verdict as the Supreme Court verdict on SI case is “non- reportable” for any other cases. Also SI verdict cannot be applicable for a post in the education system where only the merit counts.
By merging the main and supplementary lists KPSC is going to break the laws and regulations regarding the appointments to the lecturer post and subvert the merit of candidates included in the main list.
Main lists candidates argue that KPSC is showing an unusual promptness in including the supplementary candidates to the main list and to employ ineligible candidates at the government colleges where the common man’s children go for higher education.
If KPSC supports the supplementary candidates and goes ahead with the disruption of the list through merging, then their decision will have unforeseen and far reaching consequences.
It may invite unnecessary troubles like the violation of law and loss of transparency in Government appointments. Also, a chance of utmost corruption creeping into cannot be ruled out both at the time of preparation of the rank list and also at the time of interview.
